Needed: better interfaces
Current interfaces for describing transformations, even simple ones, are horrible. Only programmers really have access to XML document structures and processing today.

Needed: better testing
Most current XML tools don't do a great job of explaining to humans what is wrong with a given XML document, if anything. Humans aren't really built for searching out lost start tags or figuring out data types. Schematron offers a customizable tool for testing, with human-friendly error messages, but still needs interfaces which will make it more usable to mere mortals.

Needed: an appreciation of humans
Technology typically races ahead of human interfaces - this is perfectly normal. Usable technology has to have some kind of human interface, and the amount of use it receives is often proportional to its accessibility. Since XML is a good solution for so many different kinds of problems, human accessibility would seem especially important.
