The W3C appears to have accepted a click-wrap license which lets people implement XPointer, but requires them to document revsions and changes. It isn't clear if this will stick...

DOA?
A lot of developers are deeply unhappy with this, and Tim Bray suggested that XPointer may be dead on arrival because of this.
